Incidents: every change is an update

The incident page has been rebuilt around one idea: every change is an update. A strip at the top shows each component's status over the life of the incident, the way your status page showed it.

Post update now changes status, severity and components and sends your message, all in one go. Add a Staff note your status page never shows, or backdate an update to when something actually happened.
